Basil Rallis is the Director of Cascade Affordable Housing and is responsible for the company's joint venture and investor relations, portfolio transactions and the restructuring of affordable multifamily properties throughout the United States.
Since 1996 Basil has acted as a consultant to affiliates of Cascade in the restructuring and repositioning of affordable multifamily properties. In this consulting capacity, Basil has restructured numerous real property entities for financial institutions, pension plans, and both public and private real estate operating companies.
Basil joined Cascade in February 2005 and will be based in Cascade's headquarters in Seattle, Washington. Basil has more than 35 years of experience in real estate services serving as the CFO and COO for national real estate operating companies. He is a past Regional Vice President with the National Apartment Owner's Association. Basil earned a bachelor's degree from the University of Southern California in Finance, and a Masters of Business Administration from the University of Southern California.
Stan Harrelson acts as an Advisory Board Member to Cascade.
Stan also acts as the chief executive officer of Pinnacle, an American Management Services Company, where he directs the strategic planning, long-term growth and profitability. He also guides the development of the company's vision and corporate culture.
In 1985, Harrelson became a partner in Pinnacle, then named GFS. Prior to investing in Pinnacle, Stan worked for five years with Darco Inc., a multifamily real estate management company in Seattle.
Stan is an active member of the Institute of Real Estate Management, the National Apartment Association, the International Council of Shopping Centers, Building Owners and Managers Association and Urban Land Institute. He is a Certified Property Manager (CPM®) and attended the University of Arizona.
John Goodman acts as an Advisory Board Member to Cascade.
John is the founder of Pinnacle, an American Management Services Company, and currently serves as chairman of the board. Originally named Goodman Management Group, Pinnacle was founded as a Seattle-based property management and real estate brokerage firm in 1980.
John holds a degree in business and real estate from North Seattle College.
Gwenne K. Pierce, CPM, HCCP

Gwenne is responsible for directing the activities of the six member Cascade Asset Management team. This includes the providing over sight for the operation of a portfolio of 135 properties, 21,000 affordable housing units. She is located in the Dallas office.
Prior to joining Cascade in August of 2008, Gwenne was the Senior Vice President for a financial investment firm for eleven years. The firm provided debt and equity for multi-family affordable housing. In this capacity she was responsible for an Asset Management Division that contained 650 affordable properties and eight asset managers.
Gwenne has extensive property management experience and has served as a Vice President for one of the nation’s largest owners of affordable housing. She has over twenty-five years of experience in the property management field. She is a licensed real estate agent in the State of Texas and has been a Certified Property Manager for twenty years. Gwenne holds the Housing Credit Certified Professional designation (HCCP).

Stewart joins Cascade as Partner Relations Director bringing an extensive background of corporate & media relations, marketing, and sales experience to the company. Stewart’s role with Cascade is to innovate and manage ongoing communication strategies with non profit, investor, agency, and government partners, and to expand our services and business opportunities with our partners.
A Seattle native, Stewart joined Cascade in May of 2008 after returning home from the Vancouver, British Columbia Canada area where he resided for 17 years enjoying successful business and sports careers. Stewart was Partner and VP of Sales & Marketing in an innovative online pharmacy business, and also had ownership interests in a sports marketing company, and a media distribution business that developed national Canadian radio content. Prior to that Stewart was Director of Marketing & Public Relations at HR Café, Inc. for Western Canada, and created the Hard Rock Foundation. Prior to his business activities Stewart spent 3 years as a Vancouver radio and television personality immediately after retiring from a championship and award winning career in the Canadian Professional Football League. During his professional football career Stewart represented more than a dozen major corporations and charitable organizations as a spokesperson.
Stewart attended the University of Washington between 1980 – 1984 where he studied marketing and later received post university leadership & sales training at the Dale Carnegie Institute.
